Yuh-Line fought to strengthen tenant protections so that working families can stay in their homes. She supported expanding rent regulations, closing loopholes that fueled displacement, and funding right-to-counsel for tenants facing eviction, in addition to passing the historic 2019 tenant protections package.

Passed historic Tenant Protections

As a State Assemblymember, she was an early and outspoken critic of Governor Andrew Cuomo’s culture of fear and consolidation of power. She spoke out against his budget maneuvers that sidelined the State Legislature, challenged his handling of the MTA crisis, and demanded transparency around nursing home deaths during the COVID-19 pandemic.

From the moment Donald Trump took office, she worked to protect New Yorkers from his administration’s attacks on immigrants, reproductive rights, and working families. She helped to advance legislation to strengthen New York’s sanctuary protections, defend access to abortion, and safeguard communities targeted by ICE.

A proud CUNY Baruch graduate, Yuh-Line has been fighting and delivering for New Yorkers in government and advocacy roles for over a decade, first serving as Chief of Staff to Assemblymember Ron Kim. In 2016, Yuh-Line was elected to serve the 65th Assembly District, representing the following lower Manhattan neighborhoods: the Lower East Side, Chinatown, South Street Seaport area, Financial District and Battery Park City. In the Assembly, Yuh-Line continued her advocacy work around financial empowerment. She has pushed to improve financial protections for consumers, with a particular focus on unbanked communities. On housing, Yuh-Line has worked to secure funding for New York City Housing Authority (NYCHA) repairs, and has stood with tenant rights advocates for better housing regulations. She also was a champion and worked on the writing of the Invest in Our New York Agenda which is a package of bills to raise revenue for our state by taxing the ultrarich and closing corporate loopholes. She also organized with her fellow tenants to pass the landmark tenant protection laws in 2019 that protected thousands of renters across the state.Since then, she has built a movement in the State to fight for transparency, accessibility, and accountability in our government. In Albany, Yuh-Line stood up to systemic corruption and served as a powerful voice for tenant protections, affordable housing, consumer protection, long-term pandemic planning, and fair taxation of the ultra-wealthy. Never afraid to speak truth to power, Yuh-Line has fought back against sexual harassment and racial discrimination and passed critical legislation to protect survivors. Her work in the progressive movement has become a watershed for young people, especially women, LGBTQ+ folks, the AAPI community, the disability community, and people of color, to become civically engaged and to run for office to build a government that works for the people.Since her run for Congress in 2022, Yuh-Line has spent the past two years raising her 16 month-old daughter, consulting for like minded values based organizations, and organizing with Hands Off NYC and the Chinatown Defense Network, a broad coalition of organizations dedicated to protecting against and preparing for federal incursion in New York City. <ul><li>Fighting for fair wages and against wage theft.</li><li>Expanding union jobs and worker protections.</li><li>Securing pension equity and healthcare for workers.</li><li>Standing on the front lines of organizing.</li></ul>As an elected official, Yuh-Line has fought unapologetically for pro-union policies and has always put workers’ interests above corporate interests. In the State Assembly, she supported investments in public goods and advocated against austerity budgets. She worked closely with various labor unions throughout her tenure in the Assembly and plans to continue these partnerships as a State Senator. She has also committed to supporting union organizing drives in SD-27 through joining picket lines and encouraging members of the public to participate in union organizing activities.Yuh-Line was an early co-sponsor of prevailing wage legislation in the Assembly. As a State Senator, she will sign on to the Jobs and Housing Act, A.3996, a bill spearheading the creation of affordable housing while offering prevailing wage union jobs in the construction industry. She will also support the EMPIRE Act for Worker Protection, which would allow workers to file claims on behalf of the state and hold employers accountable for violating workplace protections and committing wage theft.Yuh-Line will support pension equity for Tier 5 and 6 workers in New York, ensuring that those in the public sector receive adequate retirement benefits that match those of their coworkers in Tier 4. She also is a proponent of premium-free, affordable health insurance coverage for workers and retirees. Yuh-Line looks forward to partnering with unions to support stronger labor legislation in Albany.Yuh-Line also understands the need for a living wage in all of New York, and is committed to fight for a statewide $30 minimum wage by 2030. Yuh-Line is also determined to expand these wage protections to all workers. While the NYC prevailing wage law guarantees a wage floor and benefits for public good construction projects, the definition includes many exceptions and has only applied to 6 new projects in the past 5 years. Yuh-Line would co-sponsor S.6378 to expand the definition of "public good" to cover affordable housing construction, renewable energy development, and all projects that include tax breaks, among many others. This legislation is key to ensuring all construction work is compensated fairly. In addition, Yuh-Line will work to crack down on employers committing wage theft. In 2024, a Westchester contractor was convicted of wage theft but was able to continue business under a different name despite the pending criminal trial. Yuh-Line would co-sponsor S.2078, preventing employers from reincorporating under a different name if a criminal wage-theft trial is ongoing and revoking an employer's business license if they are convicted of wage theft.

Supporting the Labor Movement

<ul><li>Championing the Tenant Opportunity to Purchase Act</li><li>Securing Billions in Investments in Public Housing</li><li>Delivering on State-wide Right to Counsel</li><li>Passing the Housing Access Voucher Program</li></ul>Yuh-Line believes that housing is a human right. As a member of the New York State Assembly, Yuh-Line collaborated with State Senator Daniel Squadron to pass a bill mandating that the city provide tenants with easy access to rent payment records in order to prevent eviction and harassment from landlords; this bill is crucial for ensuring tenants can defend themselves in housing court. Additionally, Yuh-Line has worked extensively with tenant unions like Housing Justice for All to pass 2019’s Housing Stability and Tenant Protection Act. Yuh-Line has also been a staunch advocate against the privatization of public housing and for further NYCHA funding.In the State Senate, Yuh-Line will champion the REST (Rent Emergency Stabilization for Tenants) Act, which will provide more opportunities and flexibility for communities across the state to become rent-stabilized tenants. Renters are at the forefront of Yuh-Line’s housing policy platform. She is committed to ensuring that New York maintains robust rent stabilization protections for tenants, and will advocate for the passage of TOPA (Tenant Opportunity to Purchase Act), which would grant renters the right of first refusal when their home is being sold. Yuh-Line is also an advocate for social housing. As a State Senator, she plans on supporting and co-sponsoring legislation to create a Social Housing Development Authority that supports democratically elected tenant boards and a co-governance system for maintenance and management concerns. Yuh-Line is excited to partner with agencies from the local to federal level to ensure rigorous investment in public housing.

Yuh-Line believes housing is a human right. Yuh-Line took on big real estate in the State Assembly and won. In the State Senate she'll continue to fight for the renters of Lower Manhattan. Lower Manhattan deserves leadership that fights for tenants not corporate landlords.

<ul><li>Passing New York for All and Dignity Not Detention</li><li>Strengthening Consumer Protections </li><li>Delivering on Coverage for All</li></ul>As an immigrant herself, Yuh-Line Niou understands firsthand that immigrants are an inseparable part of both the community and economy of New York City. However, recent federal actions, including an unprecedented increase in ICE raids, have created a culture of fear in immigrant communities. Yuh-Line has been continually involved in local community organizing and is committed to finding policy approaches that bring us closer to the goal of abolishment.Once elected, Yuh-Line will push for existing legislation such as the New York For All Act (S.2235), prohibiting any state or local employees, including school employees, police officers, and contractors, from collaborating with ICE. Yuh-Line understands the importance of legal representation through the immigration process. She is committed to fighting for the passage of (S.141), which establishes a right to counsel for immigrants domiciled in New York. In addition, Yuh-Line is committed to sponsoring new legislation prohibiting DHS agents from lying about their identity when attempting to gain entry to a private area. In a world where public trust in our institutions is already fraught, ICE agents masquerading as police officers and government workers compromise the integrity of our state and local officials. Yuh-Line will also fight to pass Dignity Not Detention (S.306/A.4354) would end New York's collaboration with ICE detention entirely. Yuh-Line knows all too well that immigrant health is community health. Thousands of New Yorkers are uninsured due to their immigration status, she will fight to pass Coverage for All (S.2237/A.3020), creating a coverage plan for New Yorkers regardless of immigration status.

<ul><li>Taxing the Ultra-Wealthy Individuals and Corporations</li><li>Bringing Universal Child Care to NYS</li><li>Delivering on Fast and Free Buses</li><li>Passing the New York Health Act</li></ul>The cost of starting a family in New York has skyrocketed to unimaginable levels; in the period from 2019 to 2024, family-based childcare costs increased a staggering 79%. As a result, families with small children are more than twice as likely to move out of New York City compared to those without. Yuh-Line, a new mother, has personally felt this pressure and is dedicated to alleviating the economic pressures on New York parents. Yuh-Line will push for the adoption of Senate Bill S.3415A, establishing funding for universal health care and increasing pay and benefits to revive the struggling childcare worker industry.Yuh-Line will also prioritize lowering the cost of public transit. For areas with poor subway connectivity, buses are a vital part of the public transit network. However, as prices have increased, many residents are being priced out. Yuh-Line is committed to reviving the free bus pilots under Senate Bill S.4421 and will champion transportation equity by fighting for funding for fast and free buses in next year’s budget. The 2024 pilot program demonstrated a 30% increase in ridership, with one route reporting a 71% decrease in driver assaults.To fund these proposals, everyone in New York must contribute equitably. While the real wage growth in the lower and middle class has only gone up 8% from 2019 to 2024, the top 3% of earners in New York have seen a staggering 34.5% percent increase in real wages. To combat this growing inequality, Yuh-Line has continually been at the forefront of progressive tax policy. In 2021, Yuh-Line sponsored A.02422, imposing a tax on corporate stock buybacks, as well as A.05215, establishing a modernized tax on financial transactions. To build a New York where growth is shared by all, Yuh-Line will continue pushing legislation to make our tax system equitable. Yuh-Line is determined to introduce new legislation, establishing a tax on unrealized capital gains for individuals with over 100 million dollars in net worth. The well-known tax loophole of passing large asset portfolios through inheritance bypassing the capital gains tax, must be closed. For existing legislation, Yuh-Line will work to pass Senate Bill S.1622 will establish state-level tax brackets for those making over $500,000 a year, raising a projected $20 billion annually for projects such as universal childcare and free buses. Yuh-Line is also a staunch supporter of Senate Bill S.953, which increases corporate tax rates on the largest, most profitable businesses in the state.
